The Transport General Authority (TGA) has taken a significant step forward in regulating the transportation sector by introducing permits for public taxis, cab brokers, and guided vehicles. Through the Naql platform, drivers can now apply for drivers' cards to engage in fare activities.

In a circular addressed to the Federation of Saudi Chambers, the TGA emphasized that drivers must meet specific requirements to qualify for the card issuance. These requirements include compliance with the Traffic Law and its executive regulations, possession of a valid general driver's license, and successfully passing the required medical examination as stated in Article 23 of the regulations.

Furthermore, drivers need to provide a clean criminal background certificate and hold a training certificate approved by the TGA. Adhering to these requirements is crucial for obtaining the drivers' cards and engaging in fare activities.

The regulations also outline restrictions for establishments involved in these activities. They specify the timeframe for operating after obtaining a license. Additionally, individuals practicing their profession in airports must seek permission from the relevant airport management and acquire a permit before providing services.

It's important to note that each specific activity related to public taxis, taxi-cab brokers, and guided vehicles requires a separate license.

Article 24 of the regulations emphasizes the importance of complying with Article 23's requirements for employers operating a taxi business. They must obtain a drivers' card for each driver employed after settling any applicable financial fines and fulfilling specific conditions. These conditions include paying the required fees, having a contractual agreement between the driver and licensee, and possessing a valid establishment registration and driver identification.

Drivers are also required to meet the prerequisites outlined in Article 23 and Article 27, which pertain to paying financial fines (if any) and adhering to certain restrictions. These prerequisites encompass possessing a current driver's license, a valid technical inspection certificate for the vehicle, a current auto insurance policy, and ensuring the vehicle meets manufacturer standards.

To receive the driver's card, individuals must have a valid ID containing a personal photo and settle any applicable fees and dues. The card's validity matches the expiration date of the authorized license or driving license and is issued for a year based on the approved form provided by the TGA. Engaging in the activity after the card's expiration date is prohibited.

To renew the card, license or authorization holders must submit a request 30 days before the card's expiration, fulfilling all requirements and paying the necessary fees. The TGA may cancel the card upon request from the license or authorization holder after settling all financial obligations. In case of any violations, the TGA reserves the right to revoke the driver's card.
