Saudi Arabia Implements Strict Penalties For Sports Rioting: Up To 7 Years Jail Term And SR500,000 Fine

Saudi Arabia has recently enacted a stringent Sports Law to address disruptive activities during sports events, particularly rioting and violence. Individuals found guilty of engaging in such activities may face a maximum prison sentence of seven years or a fine of SR500,000, or both.

The new law covers a range of disruptive behaviors, including violence, riots, threats to attendee safety, and damage to sports facilities. It also addresses the misrepresentation of non-sporting entities as sports bodies without the necessary license.

Moreover, spectators or attendees who incite hatred, racial discrimination, or sports fanaticism may be subjected to a fine not exceeding SR100,000. This provision also encompasses any act or statement publicly deemed disgraceful, contrary to public morals, or disruptive to the competition. Providing false or misleading information or statements is also prohibited under this provision.

Additionally, the Sports Law empowers sports clubs and the Saudi Olympic Committee to establish and invest in companies, own real estate, and contribute to their establishment according to specified terms and conditions. Prior to establishing a sports company, clubs are required to obtain a license from the Ministry of Sports.

The overarching goal of these regulations is to organize the sports sector, govern related activities, expand the sports practitioner base, establish government principles and rules, and foster an attractive environment for investment in the sports sector. The Ministry of Sports will ensure compliance with the law through monitoring and supervision.

The new law will replace the Basic Law of Sports Federations and the Saudi Arabian Olympic Committee, with an effective date 180 days after its publication in the Official Gazette. Contradictory provisions in the old laws will be rendered null and void.
