There are two conditions set by the General Directorate of Traffic Department (Moroor) in Saudi Arabia for the sale of cars to those whose visas have expired and who are unable to return to the Kingdom.

Through its official Twitter accounts, "Saudi Moroor" said the vehicle owner needs to designate a representative to represent him at the nearest traffic license department under a certified power of attorney.

This was in response to a question in which one of the beneficiaries asked about the use of a vehicle by a resident of the Kingdom who left on a re-entry visa after leaving and when the visa expired, he could not return as his services had ended, so how could he sell the vehicle?

Transfer of ownership of a car while there are traffic violations on the owner:

A driver with a valid driving license, along with a valid periodic inspection, are the two conditions for the transfer of a car ownership, according to Saudi Moroor.

It was in response to a question to Moroor, asking if the buyer was able to pay fines on a car I am selling.

After paying the prescribed fees, Article 9 of the Traffic Law provides that the ownership of a vehicle may be transferred, and the registered owner of the vehicle continues to be responsible for all fees and obligations related to the vehicle, and can also return the fees to the new owner. Those procedures and conditions are outlined in the regulation.
