Due to the evolving COVID-19 situation, PAL and the Philippine Government have issued precautionary measures, mandatory protocols and requirements for travelers. For passengers in international flights to the Philippines, please be guided on new arrival and quarantine procedures in Manila, Cebu, and Clark.

Eligible Passengers for Travel to the Philippines

The following are allowed to travel and enter the Philippines:

1.Filipino nationals
2.Spouse and children of Filipino nationals
3.Diplomats, foreign government and international organization officials accredited in the Philippines

*Please present sufficient proof of eligibility (passports, birth certificate, marriage certificate, etc.) upon booking your ticket or upon check-in.

Arrival Guide for Passengers Landing in Manila

Effective for all international flights arriving in Manila starting July 27, 2020 12:00 MN (PH LOCAL TIME)

BEFORE YOU FLY AND DURING CHECK-IN

1. As early as 3 days prior to your departure, register and accomplish the Electronic Case Investigation Form and save the confirmation e-mail and QR code:
.For OFWs, or families traveling together with at least one OFW: https://e-cif.redcross.org.ph/
.For Returning Overseas Filipinos (ROFs): https://bit.ly/3ffoAIK

2. For land-based OFWs, create/update your account on the OFW Assistance Information System (OASIS) at https://oasis.owwa.gov.ph/

3. For ROFs, ensure to have a confirmed booking at a hotel accredited by Tourism and Health Agencies while waiting for your COVID-19 test results and for at least 2 days. Please click here for the list of DOH-Inspected Hotels in Manila.

4. Upon check-in, sign the Declaration and Waiver Form presented by our check-in agent, indicating that you are healthy and fit to travel.

AFTER CHECK-IN

5. After checking in online or at the airport, accomplish the Electronic Health Locator Form and Arrival Card at https://13.229.233.113/PAHD-Form/Register and save the QR code for presentation to the Immigration Officer upon your arrival. 

WHEN YOU ARRIVE

6. Undergo a temperature check upon deplaning and proceed to the designated waiting area. Fill out additional required forms by the Philippine Government.
.For OFWs, or families traveling together with at least one OFW: accomplish the Project Care Slip
.For ROFs, accomplish the Affidavit of Undertaking

7. Listen to the briefing conducted by a personnel from the Philippine government.

8. For OFWs, or families traveling together with at least one OFW:


          a. Wait for your turn to proceed to the verification and barcoding booth. 
          b. Present the QR code sent to you after accomplishing the e-CIF. 
          c. You will be given six (6) barcode stickers. Please place one (1) barcode sticker on the back of your passport. 
          d. Proceed to the Swab Test booth and hand the remaining five (5) barcode stickers to the tester. 
          e. Undergo the COVID-19 RT-PCR Test for free.


For ROFs:

          a. Proceed  to the verification and barcoding booth. Present your passport and the QR code sent to you after accomplishing the e-CIF. 

          b. Pay for your RT-PCR Test. The test costs Php 4,500 and you may pay in cash (PHP or USD) or card (Mastercard or Visa). Currency exchange and ATMs are available inside the terminal. You will be given three (3) barcode stickers. 
          c. Proceed to the Swab Test booth and hand out the three barcode stickers.
          d. Undergo the COVID-19 RT-PCR Test and receive a sticker indicating that you have completed the test. Place the sticker on the back of your passport.

9. Help Desks are available at the waiting area for passengers who do not have smart devices/phones. Charging stations are also available.

10. Clear with immigration. Present the QR code sent to your e-mail after accomplishing the Electronic Health Locator Form and Arrival Card.

11. Proceed to your respective desks for your quarantine hotel assignment:
.For land-based OFWs and your dependents, proceed to the Overseas Workers Welfare Administration (OWWA) Desk Present the same QR code from the e-CIF and submit the OWWA Project Care Slip.

.For sea-based OFWs and your dependents, proceed to the Maritime Industry Authority (MARINA) Desk

.For ROFs, proceed to the hotel verification desk. Hotel coordinators shall verify your hotel booking or assist you in your reservation if you have not made one yet. Please ensure that hotel verifiers have signed or stamped your Affidavit of Undertaking. You may also arrange for your airport-hotel transfer (via shuttle/van) at these desks. A separate desk is available for coupon taxis and metered taxis. A sticker will be given to you indicating your choice of transportation to your quarantine hotel:

                         • For pre-arranged hotel transfers, a red sticker will be provided

                         • For Shuttles/Vans, a blue sticker will be provided

                         • For Metered Taxis, a yellow sticker will be provided

                         • For Coupon Taxis, a green sticker will be provided

12. Claim your baggage at the designated carousel and clear with Customs Check.

13. For OFWs or families traveling together with at least one OFW, exit the terminal and wait for your shuttle/bus that will take you to your assigned hotel.
.For ROFs, submit the Affidavit of Undertaking before exiting the terminal. Proceed to your booked hotel through your preferred mode of transportation.

AT THE QUARANTINE HOTEL

14. Check in at your hotel and wait for the release of your test results. It will be sent to the e-mail address you have provided when you registered. 
.For OFWs or families traveling together with at least one OFW, test results are released in 3-5 days.
.For ROFs, test results are released in 24-48 hours.

15. For OFWs or families traveling together with at least one OFW, your accommodation and food during your stay will be shouldered by the Philippine government. For ROFs, your accommodation and food during your stay will be at your own expense. Delivery of food and other essentials to your room are subject to the rules and regulations of the hotel.

GOING HOME

16. If you test positive, the BOQ shall transfer you to a designated hospital for further medical management. 

If you test negative, you may obtain your BOQ medical certificate via the DOH-BOQ certificate page for clearance at your quarantine hotel. For a hard copy of your certificate, printing services will be available at your hotel.

17. Once you are cleared, you may contact your relatives to pick you up and bring you home.

.For Land-Based OFWs, you may coordinate with OWWA or use the OWWA Uwian Na portal for further transportation needs after your final point of arrival.
.For Sea-Based OFWs, you may coordinate with your Local Manning Agency (LMA) for further transportation needs after your final point of arrival.
.For ROFs, further transportation shall be at your own expense.

18. Once at home, please complete your 14-day quarantine/self-isolation.

Arrival Guide for Passengers Landing in Cebu

BEFORE YOU FLY AND DURING CHECK-IN

1. Register via the online MCIA Passenger Arrival Registration Form through this link: https://mactancebuairport.com/covid-19-registration. All arriving international flight passengers are REQUIRED to register not earlier than five (5) days prior to departure. A Travel Registration Number (TRN) will be generated once registration is complete.

For land-based OFWs, register to the OFW Assistance Information System (OASIS): https://oasis.owwa.gov.ph/

For Returning Overseas Filipinos (ROFs), please ensure to have a confirmed booking at a hotel accredited by Tourism and Health Agencies and for at least 2 days.

2. Upon check-in, sign the Declaration and Waiver Form presented by our check-in agent, indicating that you are healthy and fit to travel.  Present the following documents:

.Valid Passport
.Valid visa with proof of filiation or marriage, if applicable

.For OFWs, kindly coordinate with the Overseas Workers Welfare Administration (OWWA) for specific requirements and other guidelines.
.Travel Reference Number (TRN) upon completion of the online MCIA Passenger Arrival Registration Form (effective July 15, 2020)
.Health Declaration Form (HDF) available upon check-in at your port of origin and must be filled out prior to arrival

DURING THE FLIGHT

3. During your flight, accomplish the Arrival Card.

WHEN YOU ARRIVE

4. After your flight, present your TRN (generated after registering through the online MCIA Passenger Arrival Registration Form) at the Validation Counter and claim your barcode for identification and swab testing.

5. Proceed to thermal scanning by the Bureau of Quarantine (BOQ) and submit the Health Declaration Form (HDF).

6. Clear with immigration and submit the Arrival Card.

7. At the arrival reclaim hall, proceed to your respective desks for a briefing:

.For land-based OFWs, proceed to the Overseas Workers Welfare Administration (OWWA) Desk
.For sea-based OFWs, proceed to the Maritime Industry Authority (MARINA) Desk
.For ROFs, proceed to the cashier and pay for the COVID-19 RT-PCR Test. The tests costs PHP 4,900.00 and you may pay via cash (in PHP) or Visa cards. Currency exchange is available at the terminal.

8. Proceed to the waiting area for swab testing.  Submit the barcode to the health personnel and undergo the RT-PCR Test. Once the test has been completed, wear the orange band/sticker on your right wrist to indicate completion.

9. Claim your baggage at the designated carousel.

10. Go through Customs Check and your respective agencies/hotel representatives shall assist you to your designated shuttle/bus that will transfer you to your assigned hotel.

AT THE QUARANTINE HOTEL

11. Check in at your hotel and wait for the results of your test. Wait for an e-mail of your swab test result from BOQ to be released after 24-48 hours. Ensure that your e-mail address is valid. If the e-mail address is invalid, a copy of your test result will be sent to your designated hotel. Results are uploaded to a secured website provided to the designated hotels. Hard copy of the test results will be given to the passengers by the assigned hotel liaison officer.

12. For OFWs, your accommodation and food during your stay will be shouldered by the Philippine government. 

For ROFs, your accommodation and food during your stay will be at your own expense. Delivery of food and other essentials to your room are subject to the rules and regulations of the hotel.

GOING HOME

13. If you test positive, the Bureau of Quarantine will transfer you to a designated hospital for further medical management.

   If you test negative, and if you require a BOQ medical certificate, you may obtain your certificate via the DOH-BOQ certificate page for clearance at your quarantine hotel.

14. You may call your relatives to pick you up at your hotel or arrange your own transportation. If your ticket’s original destination is in Manila or outside Cebu Province, Philippine Airlines shall accommodate you on the next flight available to your final point of arrival (e.g., CEB-MNL, CEB-DVO, etc.). Call our Cebu Hotline at +6332 340-0191 (8AM to 8PM) for changes on connecting flight/s.

.For Land-Based OFWs, you may coordinate with OWWA or use the OWWA Uwian Na portal for further transportation needs after your final point of arrival.
.For Sea-Based OFWs, you may coordinate with your Local Manning Agency (LMA) for further transportation needs after your final point of arrival.
.For ROFs, because of an additional domestic flight from Cebu, an airport terminal fee (or Passenger Service Charge / PSC) amounting to PHP 345.00 will be collected from you in Mactan Cebu Airport upon check-in. This is a fee charged by the Philippine Government or Philippine airport authorities for the use of airport terminal facilities, and in this case, the use of Mactan Cebu Airport for your domestic flight. The PSC is then remitted to the government or airport authorities upon the passengers’ flight departure from the airport. To avoid inconvenience, please prepare the PSC in Philippine Peso currency prior to check-in in Cebu.

15. Please take note of additional requirements set by your Local Government Unit (LGU). A guide on these requirements can be found here.

16. Once you arrive home, please complete your 14-day quarantine/self-isolation.

Why should I take the swab test upon my arrival in the Philippines?

Taking a COVID-19 RT-PCR Test is a requirement of the Philippine government for all arriving international passengers. Passengers who do not undergo the test may be refused for entry into the Philippines.

How do I pay the swab test fee?

Only Returning Overseas Filipinos (ROFs) are required to pay for the COVID-19 RT-PCR Test. The test is free for OFWs, whether they arrive in Manila, Cebu, or Clark.

For ROFs arriving in Manila, the test fee is Php 4,500. Payment can be made via cash (in PHP or USD) or credit card. Currency exchange booths are available inside the terminal.

For ROFs arriving in Cebu, the test fee is Php 4,900.00. Payment can be made via cash (in PHP or USD) or credit card. Currency exchange booths are available inside the terminal.

What can I do at my assigned hotel while waiting for the test results?

We encourage everyone to stay safe by staying inside their rooms and while waiting for their test results to come out. Certain facilities of your hotel may be open or closed depending on their quarantine and safety protocols.

Can families traveling together stay in the same room/hotel?

Hotels allow a maximum of 2 persons staying in one room.

Does PAL allow connecting flights?

Immediate connecting flights for international to international and international to domestic routes are not allowed. Only domestic to international and domestic to domestic routes are allowed at this time.
