According to well-informed sources, the higher authorities have issued a decree approving amendments to the Traffic Law allowing split payments of fines and granting discounts of 25 percent on fines in certain cases.

The changes include allowing fines to be reduced by no more than 25 percent of the upper limit in accordance with regulations set by the Minister of Interior.

In paragraph 3 of Article 73 of the Traffic Law, it is stated that the payment of a traffic fine for a single offense may be made in split payments. According to regulations set by the Minister of Interior in conjunction with the Minister of Finance, the value of the traffic fine may also be reduced by at most 25 percent of its minimum value. A draft royal decree has been prepared in this regard.

According to clause 1 of this decision, the Ministry of Interior, the Ministry of Justice, the Ministry of Finance, the Saudi Central Bank, and the Board of Grievances have agreed on the necessary procedures for confiscation and enforcement of traffic violations, in accordance with paragraph 2 of Article 75.

Paragraph 2 of Article 73 of the law was also amended. If the competent court rejects a traffic violator's objection, or if a judgment is issued to modify the fine amount resulting from the violation recorded against him, the violator is required to pay the fine within 15 days.

During this period, the violator may also request a grace period of up to 90 days to pay the fine.

If a violator fails to pay within a specified period, his bank balances may be confiscated in accordance with a mechanism established by the Ministry of Interior, the Ministry of Justice, the Ministry of Finance, the Saudi Central Bank, and the Board of Grievances.

In agreement with the Ministry of Finance and the Ministerial Committee for Traffic Safety, the Ministry of Interior shall determine those violations that do not require confiscation and direct execution of the penalty, provided they do not endanger public safety.
