Many job seekers assume a rejected application means their CV wasn’t strong enough. But in Saudi Arabia, companies sometimes face legal restrictions that prevent them from hiring expats even when they like you. Here are the four biggest red flags to watch for.

1. The company is in the ‘Red Zone’ of Nitaqat (Saudization)

If a company falls into the Red Zone of the Nitaqat system, it is legally blocked from hiring non‑Saudi employees. This is decided by the Ministry of Human Resources and Social Development (MHRSD) and based on the company’s Saudization rate.

If the employer is in the Red Zone, they cannot issue new work permits or register new expat employees until they improve their Saudization level.

2. No expat quota left for your job title

Every profession and job category has a maximum quota for non‑Saudi employees. If the quota for your specific job title is already filled, the employer cannot issue an iqama or register your profession — so the hiring process stops, regardless of how well the interview went.

  • Your iqama cannot be issued for that profession.
  • The profession cannot be added to the company’s records.
  • The recruitment process is halted until quota space is freed or reclassified.

3. The company is not active or registered in Qiwa

Qiwa is the Ministry’s digital platform that employers use to register job offers, document contracts, and start the recruitment process. If a company does not have an active Qiwa profile, or its profile is suspended/outdated, it cannot legally issue job offers or finalize contracts.

Before you accept an offer, ask the recruiter whether the offer will be processed through Qiwa and confirm that the company’s profile is active and up‑to‑date.

4. The job category is restricted to Saudis only

The Ministry occasionally places certain professions into fully Saudized categories — meaning companies are legally required to hire Saudi nationals for those roles. If a role falls under a Saudi‑only restriction, the employer simply cannot recruit a non‑Saudi for that position.

This is common in occupations that the government wants to prioritise for citizens (examples include some low‑ to mid‑skilled professions, sales, and administrative roles in specific sectors — policies change, so check the latest MHRSD guidance).
