Saudi Arabia has announced new requirements regulating the lease of bicycles and scooters to develop the business environment, attract investors, and limit visual distortion.
Licensing Requirements for Bike and Scooter Rentals
According to the Saudi Ministry of Municipalities and Housing, the licensing requirements were posted on the government platform "Survey." These include obtaining Civil Defense approval for shops and booths, presenting a valid commercial registration, and attaching an investment contract related to points of sale.
Hygiene and Maintenance Procedures
The rules mandate sanitizing helmets after each use, with maintenance and cleaning to be performed inside the store. Satellite maps are required to monitor locations and speeds, and scooters must not be used outside authorized areas.
Permits and Operating Requirements
A pavement occupancy permit must be obtained to operate promotional facilities, with a maximum of 10 bikes or scooters allowed per booth or assembly point. Stores must be located within or near recreational facilities, with direct access corridors to ensure easy entry for tenants without crossing streets.
Technical Regulations
The technical rules stipulate that all individual electric transportation vehicles must comply with local regulations. For scooters, the maximum speed is set at 25 km/h on cycling tracks and 5 km/h in public parks.
Usage Guidelines and Age Restrictions
The new rules set the minimum age for scooter users at 17 years. Using scooters is prohibited on public roads, streets, and non-designated tracks.
