Eligibility to Return After Final Exit
According to Jawazat, individuals who left Saudi Arabia on a final exit visa with no violations or remarks associated with their exit are allowed to re-enter the Kingdom with a new visa. The exit must be processed legally for eligibility.
How to Issue a Final Exit Visa
Final exit visas can be issued electronically and free of charge. The issuance can be done through any of the following official e-services platforms:

Who Can Issue the Visa?
Final exit visas can be issued by employers or heads of households for their dependents or employees. The process also requires a valid iqama (resident ID).
Iqama Validity Requirement
Jawazat has confirmed that the iqama must have at least 30 days of validity remaining to be eligible for final exit visa issuance.
Final Exit Visa Cancellation
If a final exit visa has already been issued but plans change, it can be canceled electronically while still valid. This cancellation can be requested by the employer or head of household using Absher or Muqeem platforms.
