The Ministry of Interior has declared stringent measures for those attempting to enter Makkah without a valid Hajj permit, with fines reaching up to SR10,000. Effective from Dhul Qada 25 to Dhul Hijjah 14, 1445 (June 2 to June 20, 2024), individuals found without proper authorization within Makkah, including the Central Haram Area and Holy Sites, face penalties.
The fines apply to all, including Saudi citizens, expatriates, and visitors, caught within the designated areas without a Hajj permit. Expatriates violating these regulations risk deportation and a ban from reentry into the Kingdom, as per legal provisions.
Repeat offenders will face escalated fines, emphasizing the importance of adherence to Hajj guidelines for the convenience of pilgrims. Furthermore, the ministry has outlined penalties for those facilitating unauthorized entry, including imprisonment and hefty fines of up to SR50,000.
To maintain vigilance, the ministry encourages the public to report violations through designated toll-free numbers, ensuring the sanctity of the pilgrimage experience.
