Overview of the New Law on Public Facility Protection
Saudi Arabia has introduced new regulations under the Law of the Protection of Public Facilities aimed at safeguarding public infrastructure and ensuring uninterrupted services. These regulations include fines of up to SR100,000 for individuals who intentionally damage, block, or obstruct public roads or flood drainage systems.
Penalties for Damaging Roads and Drainage Systems
The fines are designed to cover up to 75% of repair costs, with a maximum penalty of SR100,000. In cases where a group is responsible for a violation, the penalty is shared collectively. Violators are also required to compensate for all damages, including repair costs, and failure to pay will result in recovery of expenses through legal channels under the State Revenue Law.
Regulations on Unapproved Construction
Fines are imposed for unauthorized construction or damage to roads and drainage systems. Violators face penalties of up to 10% of repair costs, capped at SR100,000. If proper permits are obtained, the fine is reduced to 5% of the repair costs. Additionally, fines of up to SR50,000 will be levied on individuals illegally encroaching on public roads or drainage channels for personal benefit.
Additional Penalties for Public Road and Facility Violations
Individuals disrupting public roads with hazardous materials, such as petroleum products or dirt, will face fines of up to SR3,000. The law also penalizes tampering with utility meters, public telephone devices, and railways with fines up to SR3,000. Facilitating illegal access to public facilities incurs a fine of SR2,000.
Stricter Measures for Repeat Offenders
Repeat offenders will face double fines, with penalties reaching up to twice the maximum amount. Decisions on compensation and fines will be determined by the head of the competent authority to ensure compliance with the law.
