Pilgrims using local SIM cards whether citizens, residents, or visitors can now access all Nusuk features without an active internet connection or data plan. Services include:
- Issuing Hajj and Umrah permits
- Booking Haramain High-Speed Train tickets
- Interactive maps for navigation
- AI-assistant support
- Submitting inquiries and reports
Collaborations Driving the Initiative
This milestone was made possible through cooperation with major Saudi telecom providers—stc, Mobily, and Zain—as confirmed by a Ministry spokesperson

Nusuk CEO Ahmed Al-Maiman highlighted that offline access will streamline crowd control, deliver vital information instantly, reduce the number of lost pilgrims, and accelerate permit verification at entry points
