New Regulations In Saudi Arabia Prohibit Expats From Self-Employment In Delivery Services

In a significant move set to take effect in April, Saudi Arabia is introducing stringent regulations for the delivery services sector, specifically prohibiting expatriates from engaging in self-employment within the industry.

The Transport General Authority (TGA) has implemented a comprehensive set of rules designed to regulate the delivery sector, including the mandatory use of a uniform for non-Saudi workers. The regulations also require delivery companies to activate a face-verification feature for their drivers, directly linked to the TGA. Non-Saudi delivery drivers are mandated to work through light transport firms within a 14-month timeframe.

While self-employment is prohibited for expatriates, Saudi nationals are exempt from this restriction in the delivery sector.

Additionally, the new rules allow the use of light transport vehicles for advertising, in coordination with the Ministry of Municipal and Village Affairs.

The overarching goal of this regulatory framework is to elevate the efficiency of delivery drivers and associated services, fostering increased safety and trust levels within the sector. TGA spokesperson Saleh Al Zuwayed emphasized the regulations as a means to motivate Saudis to actively participate in the sector, contributing to job creation.

"The delivery sector is among the important sectors in the kingdom. Regulating and boosting its efficiency is among our principal objectives," stated Al Zuwayed.

As of now, there are 37 licensed companies operating in the delivery sector in Saudi Arabia, with over 200 million delivery operations conducted last year. This underscores the necessity of regulation to enhance trust, safety, and job opportunities for Saudis.

Furthermore, there are 100 licensed light transport companies facilitating parcel deliveries in collaboration with delivery apps, reinforcing the broader scope of the evolving regulations.
