Prior to implementing the regulations, the Ministry of Municipal and Rural Affairs and Housing (MOMRA) released a table of building compliance violations. There are five levels of fines for various violations, ranging from SR20 to SR6,000, according to the classification of mayoralties and municipalities.

The table included the consequential penalties for the violations. If a satellite dish is installed on the side of a building or balcony, a minimum fine of SR100 and a maximum fine of SR500 will be imposed. Displaying hangers or materials in the balcony that do not fit the shape and nature of the building will result in fines between SR200 and SR1,000. According to the table of violations, the same fine will be imposed on any ugly graffiti on commercial buildings.

If there is no roof jack for the building or the jack is at an illegal height, a minimum fine of SR100 and a maximum fine of SR500 will be imposed. In commercial buildings, those who violate the regulations regarding window openings and design requirements will be fined between SR200 and SR1000.

Fines for failure to construct a separate staircase for the mezzanine floor of commercial buildings range from SR1000 to SR5000. Parking and passage requirements for people with disabilities as stipulated in the building permit or approved plans for commercial buildings will be met by slapping fines from SR500 to SR2500 on those who do not comply.

If no sidewalks were constructed toward the main street from the building in accordance with the governing regulations and instructions, SR20 would be the minimum fine and SR100 would be the maximum fine.

Commercial buildings erecting iron columns or iron Shinko screens on their roof walls will be fined a minimum of SR1200 and a maximum of SR6000. Cracked or damaged facades of buildings or visible rust on metal materials on facades are fined between SR100 and SR500.

For violations related to electrical-sanitary-mechanical extension works visible on the façade of the commercial building, fines ranged from SR200 to SR1,000, while fines relating to violations pertaining to separate air conditioning units on the facades of the commercial building overlooking the street ranged from SR50 to SR250.
