Eng. Saleh Al-Jasser, Minister of Transport and Logistics in the Kingdom of Saudi Arabia, has recently approved the use of vehicles with long-term rental contracts from car rental licensees for delivery services. This decision marks a significant step in providing greater flexibility to businesses involved in shipping deliveries.
Regulations for Light Cars on Highways
Under existing regulations, light cars used for transporting goods on highways must be owned by the licensee directly or through a financial lease, and the licensee must be the actual user of the vehicle. However, the ministerial decree exempts such cars from these regulations when used for delivery services.
Transport General Authority's Circular
The Transport General Authority (TGA) has issued a circular requesting data from businesses with transportation licenses and vehicles registered under the operational leasing system. This information is necessary for the TGA to issue operating cards for these vehicles, ensuring their compliance with the new regulations.
Compliance and Deadlines
According to the TGA, operating cards must not be used beyond the expiration date of the rental contracts. Businesses have been given 30 days to submit the required data. Any submissions made after this deadline will not be considered.
Ministerial Decision and Exemptions
An earlier decision by the Minister of Transport and Logistics established laws for the operation of light transport vehicles on roadways. However, this latest decision serves as an exemption from paragraph (a) of Article 13. The exemption will remain in effect until the end of the specified contract periods, which require licensees to issue an operating card for each vehicle in operation.
