Saudi Arabia has launched a new Package Visa initiative, announcing the first seven countries eligible for the programme. The scheme allows eligible travellers to obtain a tourist visa through a single integrated travel package.
The initiative aims to simplify the visitor journey by combining flights, accommodation and electronic visa services into one booking process.
According to the Ministry of Tourism, the service is currently available to travellers from Jordan, Egypt, India, Pakistan, Bangladesh, Indonesia and Mexico.
Under the Package Visa programme, visitors can arrange flights, accommodation at licensed hotels and an electronic tourist visa through approved travel providers, eliminating the need to submit a separate tourist visa application.
How Saudi Arabia's Package Visa Works
The electronic tourist visa is issued within 48 hours after the purchase of an approved travel package is completed. Travellers do not need to visit a Saudi embassy or submit a separate visa application.
Eligible travellers must select an approved package through an authorised travel provider, complete the payment digitally and receive their visa, travel insurance and other travel documents by email.
The Ministry of Tourism has initially accredited two providers, Reserval and Almosafer, to offer the Package Visa service.
Visa Validity and Package Requirements
The single-entry tourist visa is valid for three months. Visitors can stay in Saudi Arabia for a minimum of two days and a maximum of 88 days.
Each approved travel package must include:
- A confirmed round-trip flight.
- Accommodation at a hotel licensed by the Ministry of Tourism and rated four stars or above.
- Electronic tourist visa application processing.
The minimum package price is SR4,000 per adult for the first two days, with an additional SR1,000 for each extra day.
Travellers may also add optional services, including event tickets, leisure activities and other tourism experiences.
Travel Rules for Package Visa Holders
The Package Visa does not include Umrah arrangements or services in Makkah and Madinah. However, after entering Saudi Arabia, visa holders are permitted to travel throughout the Kingdom, including to both holy cities.
The visa cannot be cancelled separately after it has been issued. If the associated travel package is cancelled, the visa will also be revoked.
The Ministry of Tourism said additional nationalities are expected to be included in future phases as Saudi Arabia continues to expand access for international visitors.

The Package Visa initiative is part of Saudi Arabia's efforts to expand tourism access under Vision 2030. The programme was developed in cooperation with the Ministries of Tourism, Foreign Affairs and Interior, as well as the Insurance Authority.
Saudi Arabia has also introduced other flexible entry options, including visa-on-arrival and Stopover Transit Visa programmes, as part of its broader strategy to attract more international visitors and support the growth of the tourism sector.
