The Royal Commission for Riyadh City (RCRC), in collaboration with the Ministry of Human Resources and Social Development, announced the implementation of a flexible work schedule across key business hubs in the capital.
The initiative applies to more than 50 government entities located within six designated business districts and is designed to ease pressure on Riyadh’s transportation network while supporting a more balanced work-life environment.

The flexible working hours program covers the following strategic business areas in Riyadh:
- King Abdullah Financial District (KAFD)
- Digital City
- Diplomatic Quarter
- Laysen Valley
- Granada Business District
- Roshn Front
These districts represent some of Riyadh’s busiest employment centers and experience significant daily traffic volumes.
How the New Flexible Attendance System Works
For Government Entities Under the Civil Service Law
Employees working in government entities governed by the Civil Service Law can begin their workday at any time between 5:30 AM and 9:30 AM.
For Government Bodies Governed by Labour Law
Organizations operating under the Labour Law will allow employees to start work between 7:00 AM and 11:00 AM.
The four-hour attendance window is intended to spread commuting patterns throughout the morning and reduce traffic bottlenecks during traditional peak hours.
Which Sectors Are Exempt?
The initiative primarily applies to administrative positions with fixed working hours. However, sectors requiring continuous staffing and uninterrupted services are exempt from the new arrangement.
Exempt sectors include:
- Healthcare services
- Public education institutions
- Other essential services requiring fixed operational schedules
