Nitaqat Saudization Program: Foreign Investors Granted Equal Treatment As Saudis

In a significant move by the Saudi Ministry of Human Resources and Social Development, foreign investors are now classified as Saudis under the Nitaqat Saudization program. This groundbreaking decision expands the scope of individuals treated equally to Saudis in employment calculations, as revealed by the Qiwa platform associated with the ministry.

Under this new provision, certain categories of non-Saudis receive equivalent treatment to Saudis when determining Saudization percentages. Among these are the sons and daughters of Saudi women from non-Saudi fathers, as well as non-Saudi widows of citizens. Additionally, Saudi citizens engaged in remote work are considered on par with regular Saudi employees.

The Qiwa platform further outlines that individuals from displaced tribes, citizens of Gulf countries, and Gulf-based athletes will also be treated equally to Saudis in Saudization calculations.

However, some expatriates will be factored in at lower proportions. For instance, Palestinians holding Egyptian passports and Baluchis are calculated at a reduced rate of 0.25 in comparison to standard expatriate workers. Similarly, individuals from Myanmar or Burmese descent are assessed at a quarter of the normal expatriate percentage, with exceptions for Burmese nationals in Makkah and Madinah.

Meanwhile, the Ministry of Investment's latest report highlights a substantial increase in foreign direct investment (FDI) inflow, reaching SR105 billion by the end of 2022—an impressive surge of 21.4% from the previous year. This surge underscores Saudi Arabia's enhanced investment environment and efforts to bolster competitiveness and empower the private sector.

This progressive approach not only attracts global investors but also aligns with Vision 2030 goals, fostering the identification of promising investment opportunities in priority non-oil sectors. Ultimately, it supports the National Investment Strategy's objectives and strengthens Saudi Arabia's position as an attractive destination for foreign investment.
