The mataf area around the Holy Kaaba in Makkah was nearly empty on Tuesday, Dhul Qada 1 (April 29), as Saudi Arabia enforced strict entry restrictions to allow only Hajj visa holders into the holy city, marking the official end of the Umrah season and the beginning of Hajj 2025.
Quiet Start to Hajj 2025 Season
On April 29, a rare and tranquil scene unfolded at the Grand Mosque in Makkah, with the mataf (the white marble area surrounding the Kaaba) nearly devoid of worshipers. Only a handful of Hajj pilgrims, who had just arrived, were seen performing tawaf — the first ritual of their spiritual journey.
Strict Entry Restrictions for Non-Hajj Visa Holders
The emptiness of the mataf is attributed to the Saudi authorities’ firm measures to restrict entry into Makkah. From April 29 until the conclusion of the Hajj pilgrimage, accommodation, booking, and entry for non-Hajj visa holders are strictly prohibited.
The Ministry of Tourism issued a directive prohibiting all travel and tourism agencies in Makkah from accommodating or checking in any individual without a valid Hajj visa or authorized work/residency permit for the Hajj season.
Earlier, on April 23, the Directorate of Public Security had announced a ban on all expatriates without permits from entering Makkah, reinforcing the seriousness of the restrictions in place.
Suspension of Umrah and Travel Services
As part of these measures, the Ministry of Interior confirmed that April 29 was the last day for Umrah pilgrims to exit the Kingdom. The Nusuk platform also stopped issuing Umrah permits for citizens, residents, and other visa holders until Dhul Hijjah 14.
These moves are part of Saudi Arabia’s wider efforts to manage the influx of pilgrims during the Hajj season and ensure their safety and comfort during the sacred rituals.
Gradual Arrival of Hajj Pilgrims Expected
Although the mataf appeared empty on the first day, the number of pilgrims is expected to increase gradually in the coming days. Hajj pilgrims from different parts of the world will begin to arrive, reviving the spiritual energy and crowds around the Grand Mosque.
The Ministry of Hajj and Umrah is continuing its coordination to facilitate the arrival of pilgrims in an organized and safe manner, in line with the Kingdom’s smart Hajj solutions and strategic preparations.
