Dual Employment Greenlight: Private Sector Workers Can Hold Two Jobs In Saudi Arabia

In a move signaling flexibility in the job market, Saudi Arabia's Ministry of Human Resources has officially declared that private sector employees are permitted to engage in two jobs simultaneously.

The ministry emphasizes that employees contemplating dual employment should scrutinize their existing employment contract and the regulations of their current workplace to confirm that no clauses prohibit holding two jobs.

As part of ongoing efforts to regulate the job market and enhance competitiveness, the Ministry of Human Resources introduced an authentication plan through the Qiwa platform. This initiative mandates private sector institutions to document 20% of their employees' contracts in the first quarter of 2023, increasing to 50% in the second half, and reaching 80% in the third quarter. The plan aims to safeguard the rights of all parties involved, foster a stable labor environment, boost employee productivity, and strengthen the job market within the kingdom.

Building on these advancements, Saudi Arabia implemented significant labor reforms in 2020, with a particular focus on the sponsorship system. These reforms, effective the following year, facilitate job mobility for expatriate workers and regulate the issuance of exit and re-entry visas without the need for employers' approval.

The introduced employee mobility enables expatriates to transfer between employers upon the expiration of their binding work contract, eliminating the need for explicit employer consent. Additionally, the exit and re-entry visa reforms empower expatriate workers to travel outside Saudi Arabia without seeking prior approval from their employers, as long as they submit a formal request.
