The Ministry of Human Resources and Social Development (MHRSD) of Saudi Arabia has set a condition for job transfer: the worker's profession must be related to the company's activity, according to the Qiwa platform. When a company reaches the maximum number of employee professions that are not relevant to its operations, the transfer of some employee services to the company is stopped by the platform. This means that if a worker's job profession has nothing to do with the business's activities, the Qiwa platform may ask the business to choose an employee with a different profession.

Interestingly, the Qiwa platform rejects requests for enterprises to modify their activities when the workers' professions do not match the new activity. The platform requires that employees changing professions must align with the activity listed in the business registry. However, the company can change its activity to the new one if the workers' professions are compatible with it. If a request to switch from one activity to another with a greater Saudization rate is approved, it will be granted. But if a request to switch from one activity to another with a lower Saudization rate is made, the Committee to Change Activities will be asked to conduct additional study.

The Qiwa platform uses Nitaqat for the activity with the highest percentage of Saudization among others for the multi-activity commercial registry. It links the economic activities within the National Classification for the Economic Activities (ISIC4) after combining related activities with the percentage of Saudization inside one Nitaqat activity to determine the proportion of localization for the firm. There are five Nitaqat Saudization programs for economic activity: Platinum, High Green, Medium Green, Low Green, and Red. Each activity has a different amount of localization, as some demand a lesser percentage of Saudization than others.

The Ministry of Human Resources and Social Development uses the Qiwa platform to improve the electronic services offered to the Saudi labor market. Therefore, it is essential for businesses to ensure that their workers' professions align with their activities to facilitate the transfer of employee services and avoid any rejection or delay in the process.
