The Ministry of Human Resources and Social Development (MHRSD) issued six decisions in cooperation with supervisory entities to localize some jobs and activities.

According to the ministry, the localized professions include aviation, optics, customer service, regular inspection activities, as well as outlets of seven business activities across the Kingdom.

Saudi nationals will have more than 33,000 job opportunities, which will help them participate more in the labor market and contribute more to the economy.

There will be two phases in the localization of the licensed aviation professions: the first begins on March 15, 2023 and includes 100% Saudization of the copilot, air controller and dispatcher professions. As of now, 60% of pilots and 50% of air hosts will be Saudiized.

The second phase will begin on March 4, 2024, and it includes the Saudiization of airline transport pilot and air host professions by 70% and 60%, respectively. All private establishments with five or more employees in the specified professions are covered by the decision.

The General Authority of Civil Aviation (GACA) should accredit all workers in the target professions. More than 4,000 jobs will be created.

Moreover, HRSD decided to Saudiize optics professions by 50% as of March 18, 2023, in all private establishments operating in Saudi Arabia and having four or more employees. Among the relevant target professions are medical optics technicians, physics laboratory technicians, light and optics technicians, and optics technicians.

Saudi Commission for Health Specialties accreditation is required for all Saudized professionals. Additionally, the minimum wage for the targeted professions is SR5,500. The decision will create more than 1,000 jobs in this sector across the Kingdom.

Additionally, the ministry decided to Saudize the technical inspection outlets profession in two phases. The first phase will Saudize 50% of professions, while the second phase will Saudize 100%.

Localized occupations include site manager, assistant manager, quality manager, financial supervisor, site supervisor, lane leader, inspection technician, assistant inspection technician, maintenance technician, information technician, and data entry specialist.

More than 5,000 jobs are expected to be created. The implementation process will begin 12 months after the decision is made.

As of Dec. 17, 2022, the postal and parcel delivery services outlets, which have 14 sub-activities, will be localized. All CEO jobs will be localized. There will be 60% and 70% localization at the first and second levels of top management, respectively.

More than 7,000 jobs will be created in this sector across the Kingdom as a result of the decision.

Meanwhile, customer service professionals will be 100 percent Saudiized for the establishments that provide customer service as a core activity or as a supporting activity. Starting Dec. 17, 2022, the decision will create over 4,000 jobs.

In line with the decision, 70% of the sales outlets of seven business activities will be Saudi.

This includes sales outlets of security and safety equipment; elevators, escalators, and conveyors; artificial grass and swimming pools; water purification and navigation equipment; catering devices and electric trucks; shooting weapons, airsoft guns, and picnic supplies; as well as packaging equipment and tools.

Saudized careers in these activities include branch managers, supervisors, treasurers, customer accountants, and customer service agents. In the 12 months following its issuance, the decision will create more than 12,000 jobs.

The ministry also released guidelines for employers and establishment owners.
